Do It Your Self (DIY) bicycle led flasher
Option 1 : Using an IC timer like 555 Timer or LM3909 timer (see this extremely mini circuit)
Vcc for 555 comes in two versions :
Vcc 5-15 Volts (for use with 9 Volts Battery - see LM555) - Check this circuit. and this page
Vcc 2-15 Volts (for use with 2xAAA batteries - see TLC555)
3909 is a dedicated led flasher IC. Vcc for 3909 is 1.1 to 6 Volts.

Option 2 : Flashing leds using 2 transistors.
This is a 2,4 Volts flasher (for 2 recharcable batteries (1,2 volt/battery)
Classic circuit for 3 Volts flasher (for 2 normal AAA batteries (1,5 volt/batt)
Also check out this 1,5 Volts Led Flasher. (This is strange due to the fact that common leds require 2 volts and above to illuminate!)

Tips:
Normal leds usually referred as "through hole leds".
White (transparent) leds are emmting just white. Yellow leds look transparent but emmit yellow color and the need lower voltage. Same for red / green / etc led.
There are some leds called RGB with 4 pins (one common cathode - 3 anodes for R-G-B) and thus by energizing each cathode (or all together if you like) you can achieve RGB combination.
SMD RGB Leds are very common.

Check the store bellow and tech specs of the leds, and you will observe great variation between classic led in mcd values (millicandela). For example check out this classic red 3500mcd led. , and compare with this 500 mcd red led. More leds here
 Also see super bright red (9000 mcd) . Green Leds can reach up to 15000mcd.

SMD LEDS
SMD stands for "surface mount devices".
Vcc varies according to Led Color, as in regular leds.
White Leds Vcc typical is 3.0 to 3.4 Vdc.
SMD RGB leds are equipped with 6 leads (3 anodes - 3 cathodes).

SMD5050 case - unit price 0,20 euro - Typical figures (white0: 3-3,4 Volts / 0,12 Watt - 15Lm

High Power SMD leds - Typical Figures : 2,6 - 3,9 Volts / 1 Watt - 90Lm / 5 Watt - 270Lm

Transistor Series Voltage Regulator VS Shunt Voltage Regula­tor

High Power Zeners While high power zener diodes are made, they are usually not readily available. They also tend to be rather expensive, and are often stud-mounted types. These are not always easy to install on a heatsink, and the mounting hardware (insulating bush and washer) seems to be all but unobtainable.
Provided you (or your application) can tolerate a slightly higher voltage than may have been specified, a high power zener can be made using an additional transistor and a resistor.
